Who makes the rules? Identifying pathways to change in US sanitation regulations

My colleague, Mathew Lippincott, who is now at the University of Michigan, presented this information a couple of weeks ago at the 2025 Rich Earth Institute Summit.

In a nutshell, it was the Standards and Codes that were blocking a late 1970s effort to get an eco-sanitary dry compost toilet processor systems and grey water implemented at a homestead in Michigan.
As I shared in Slides 27 & 28 during the 23 Sept 2025 Preliminary | CBeS Dry Toilet Compost Processor Implementation Feasibility Zoom Meeting presentation, it is paramount that updated language in local, state and federal codes and regulations is updated for this movement to achieve successful implementation.
We STILL have an opportunity in California to be the vanguards to implement and obtain acceptance of container-based eco-sanitation dry compost toilet processor systems on a massive scale.
