ZOOM MEETING MINUTES | Preliminary Discussion | Eco-sanitary Dry Compost Process Feasibility Implementation

Updated: Sep 29

Salient nuggets from the Sep 23, 2025 15:00 Pacific Time Zoom Meeting follow:

Dilan Roe, PE, Chief – Land Water Division, Alameda County Department of Environmental Health

Dilan would like to look more look at supporting decentralization of waste water systems. The Alameda County Department of Environmental Health cannot take a key role as an Authority Having Jurisdiction (AHJ). Would be open to allowing a small demonstration pilot. Enumerated a great deal of information of what will be required for this project.

Betsy Morris, PhD, City and Regional Planning; Principal/Partner, Planning for Sustainable Communities

Betsy suggested that a backyard location be earmarked for a site location. She also asked if there were some funds in respective agency coffers to support this prospective pilot project.

Do we know likelihood of water and sewage failure at EBMUD?

There are existing tiny home camps run by a couple of churches, that might be willing to host (Livermore and Hayward) I’m most concerned of disaster prep for tenants in multi-story buildings where there is no way to dispose of their buckets of waste in the event of toilets.

Dave Peattie, Berkeley Disaster Preparedness Neighborhood Network (BDPNN)

Disaster response. …

• Knowledge transfer. What all does that entail?

• 9/29-30. Earthquake Country Alliance is having a Haywired conference, and they do a lot of projecting about how infrastructure will fail, and it might be worth checking in with them. https://www.earthquakecountry.org/haywired/

BDPNN is happy to host future Zooms since we have a paid account.

Erica Kalve (State Water Resources Control Board)

Would it be helpful to have another call later to come up with ideas to connect dots?
